CAIRO (AFP) ? Egypt's ruling military council remains committed to holding parliamentary elections in September, despite mounting calls for a delay, a military source told AFP on Monday.

"The military council insists on what it has already announced regarding (holding) elections at the end of September, in accordance with the result of a referendum" held in March, the source said.

The military council was responding to statements by Vice President Yehia al-Gamal, who told a satellite channel on Sunday that the army had agreed to postpone the polls to December.

In March, Egyptians voted 77 percent in favour of constitutional amendments which confirmed the army's proposed timetable for parliamentary elections ahead of the drafting of a new constitution.

The latest statement comes amid mounting calls for a delay, with secular activists arguing that an autumn election would play into the hands of the highly organised and well established Muslim Brotherhood.

Some activists fear that holding elections first would also give the Islamist group too much influence in drafting the constitution.

US Senator John McCain, who met the country's military rulers during a visit to Cairo on Sunday, said the army wanted to hand over power to an elected government "as soon as possible."

Power was transferred to the Supreme Council of the Armed Forces by former president Hosni Mubarak upon his ouster on February 11 after mass protests against his 30-year rule.

The military council has repeatedly pledged to restore power to a civilian government after legislative elections in September and a presidential vote to be held in November.

WASHINGTON ? A yearlong experiment with the nation's electric grid could mess up traffic lights, security systems and some computers ? and make plug-in clocks and appliances like programmable coffeemakers run up to 20 minutes fast.

"A lot of people are going to have things break and they're not going to know why," said Demetrios Matsakis, head of the time service department at the U.S. Naval Observatory, one of two official timekeeping agencies in the federal government.

Since 1930, electric clocks have kept time based on the rate of the electrical current that powers them. If the current slips off its usual rate, clocks run a little fast or slow. Power companies now take steps to correct it and keep the frequency of the current ? and the time ? as precise as possible.

The group that oversees the U.S. power grid is proposing an experiment that would allow more frequency variation than it does now without corrections, according to a company presentation obtained by The Associated Press.

Officials say they want to try this to make the power supply more reliable, save money and reduce what may be needless efforts. The test is tentatively set to start in mid-July, but that could change.

Tweaking the power grid's frequency is expensive and takes a lot of effort, said Joe McClelland, head of electric reliability for the Federal Energy Regulatory Commission.

"Is anyone using the grid to keep track of time?" McClelland said. "Let's see if anyone complains if we eliminate it."

No one is quite sure what will be affected. This won't change the clocks in cellphones, GPS or even on computers, and it won't have anything to do with official U.S. time or Internet time.

But wall clocks and those on ovens and coffeemakers ? anything that flashes "12:00" when it loses power ? may be just a bit off every second, and that error can grow with time.

It's not easy figuring what will run fast and what won't. For example, VCRs or DVRs that get their time from cable systems or the Internet probably won't be affected, but those with clocks tied to the electric current will be off a bit, Matsakis said.

This will be an interesting experiment to see how dependent our timekeeping is on the power grid, Matsakis said.

The North American Electric Reliability Corp. runs the nation's interlocking web of transmission lines and power plants. A June 14 company presentation spelled out the potential effects of the change: East Coast clocks may run as much as 20 minutes fast over a year, but West Coast clocks are only likely to be off by 8 minutes. In Texas, it's only an expected speedup of 2 minutes.

Some parts of the grid, like in the East, tend to run faster than others. Errors add up. If the grid averages just over 60 cycles a second, clocks that rely on the grid will gain 14 seconds per day, according to the company's presentation.

Spokeswoman Kimberly Mielcarek said the company is still discussing the test and gauging reactions to its proposal, and may delay the experiment a bit.

Mielcarek said in an email that the change is about making the grid more reliable and that correcting the frequency for time deviations can cause other unnecessary problems for the grid. She wrote that any problems from the test are only possibilities.

In the future, more use of renewable energy from the sun and wind will mean more variations in frequency on the grid, McClelland said. Solar and wind power can drop off the grid with momentary changes in weather. Correcting those deviations is expensive and requires instant backup power to be always at the ready, he said.

The test makes sense and should not cause too much of a hassle for people, said Jay Apt, a business professor and director of the Electricity Industry Center at Carnegie Mellon University.

But Tom O'Brian, who heads the time and frequency division at the National Institute of Standards and Technology, expects widespread effects.

He said there are alternatives if people have problems from the test: The federal government provides the official time by telephone and on the Internet.

Complicating the issue is the role the United States could play in resolving the disputes. A Mutual Defense Treaty signed by U.S. and Philippine officials in Aug. 30, 1951, calls on each country to help defend the other against an external attack by an aggressor in their territories or in the Pacific region.

Amid renewed tensions in the Spratlys, questions have emerged whether the treaty would apply if ill-equipped Philippine forces come under attack in the islands, all of which are claimed by China. Parts also are claimed by Brunei, Malaysia, the Philippines, Taiwan and Vietnam.

The Philippine Department of Foreign Affairs said in a policy paper that the treaty requires Washington to help defend Filipino forces if they come under attack in the Spratlys, citing U.S. diplomatic dispatches that defined the Pacific region under the treaty as including the South China Sea. The South China Sea was not specifically mentioned in the pact.

A copy of the policy paper was seen by The Associated Press on Wednesday.

Philippine Foreign Secretary Albert del Rosario also said in a recent interview that American officials have made clear that Washington would respond in case Filipino forces come under attack in the South China Sea.

Del Rosario said by telephone from Washington that he would discuss the Spratly disputes, along with issues related to the 1951 defense treaty, and other regional security concerns with U.S. Secretary of State Hillary Rodham Clinton when they meet Thursday.

The U.S. Embassy in Manila declined to discuss details of when the pact would apply.

"As a strategic ally, the United States honors our Mutual Defense Treaty with the Philippines," said Alan Holst, acting public affairs officer at the embassy. "We will not engage in discussion of hypothetical scenarios."

The defense treaty, which came into force in 1952, defined an attack as an armed assault on "the metropolitan territory of the parties" or their "armed forces, public vessels or aircraft in the Pacific."

While the U.S. has a policy of not interfering in territorial disputes, the Philippine paper said "it may be construed that any attack on our vessels, armed forces or aircraft in the Spratlys would make the treaty applicable and accordingly obligate the U.S. to act to meet the common dangers."

China has urged the United States to stay out of the territorial disputes in the South China Sea, saying they should be resolved through bilateral negotiations.

On Wednesday, Chinese Vice Foreign Minister Cui Tiankai warned that Washington risks getting drawn into a conflict should tensions in the region escalate further.

Washington views the sea lanes in the area as strategically important.

"If the United States does want to play a role, it may counsel restraint to those countries that have frequently been taking provocative action and ask them to be more responsible in their behavior," Cui said at a briefing.

He later added, "I believe that individual countries are actually playing with fire, and I hope that fire will not be drawn to the United States."

The Philippines has accused China of intruding at least six times in Manila-claimed areas in and near the Spratlys since February. Among the most serious was a reported firing by a Chinese navy vessel on Feb. 25 to scare away Filipino fishermen from the Jackson Atoll.

The Philippines, whose poorly equipped forces are no match for China's powerful military, has resorted to diplomatic protests. President Benigno Aquino III insisted Friday that his country won't be bullied by China and said Beijing should stop intruding into waters claimed by Manila.

The battle for ownership of the Spratlys has settled into an uneasy standoff since clashes involving China and Vietnam killed more than 70 Vietnamese sailors in 1988.

US Secretary of State Hillary Clinton has praised "brave" Saudi women who are campaigning for the right to drive.

Mrs Clinton said they were "right" to press their demands in the ultra-conservative kingdom, in her first public comments on the issue.

Many Saudi women openly took to the roads last Friday in defiance of an official ban on female drivers.

Last month a woman was arrested after uploading a video of herself driving a car.

"What these women are doing is brave, and what they are seeking is right," Mrs Clinton told reporters when asked to comment on the campaign.

"I'm moved by it and I support them."

However, she underlined that she was not interfering in the internal affairs of Saudi Arabia, a key US ally in the Middle East.

"I want to underscore the fact that this is not coming from outside of their country. This is the women themselves seeking to be recognised," she said.

Mrs Clinton's comments came a day after a US State Department spokeswoman said Mrs Clinton was engaged in "quiet diplomacy" over the issue.

Spokeswoman Victoria Nuland said that Mrs Clinton had raised the driving ban issue in a recent telephone call with Saudi Foreign Minister Prince Saud al-Faisal.

The ban is not enforced by law, but is a religious fatwa imposed by conservative Muslim clerics.

It is one of a number of severe restrictions on women in Saudi Arabia.

Supporters say it relieves women of the obligation to drive and also prevents them from leaving home unescorted or travelling with an unrelated male.
