IBM awarded MoD property management contract ...

The MoD's Defence Infrastructure Organisation (DIO) has awarded IBM a contract to help make the running of its ?24 billion property portfolio more energy and operationally efficient.

DIO is responsible for the management of around 4,000 separate sites worldwide, including military barracks, land, air and naval bases, and military training grounds.

Using IBM?s smarter buildings software and services, DIO expects to reduce building operating costs and find ways to better use its existing real estate.

DIO will use IBM technology to replace its "outdated legacy IT environment" and create a new centralised information management system to allow faster analysis, said DIO.

Andrew Manley, DIO chief executive, said, ?IBM analytics technology helps us continue our work in creating a world-class infrastructure to put DIO at the leading edge of the technology transformation process happening right now across the MoD.?

The IBM TRIRIGA system will provide an integrated property management platform comprising of software and consultancy services. This will give DIO central visibility of its property and data on how efficiently they are being used.

A geospatial mapping capability, created by business partner Esri UK, will provide a real-time visualisation map to display the scope of infrastructure and assets.

The new system will be launched in a number of "capability releases" through to April 2014, said the DIO. The potential value of the contract has not been disclosed.

Georgina O'Toole, an analyst at TechMarketView, said, "We understand that IBM will collect and process data from the lower level systems such as those associated with the National Housing Prime (NHP) contract let in 2011.

"We know that Steria already holds a contract to provide a housing management system to DIO for the management of the housing estate. It may well be that an interface will be required between the Steria and IBM systems."

After the selection of Atlas (led by HP) for the current core Defence Information Infrastructure (DII(F)) programme, said O'Toole, other suppliers had to focus on delivering complex software development and integration projects in order to maintain a presence.

"As DII(F) and other core contracts are restructured the infrastructure and applications supplier landscape within UK defence has the potential to be severely disrupted over the next few years," said O'Toole.

The MoD revealed this week that between 2009 and 2011 it spent a whopping ?3.6 billion on IT and telecommunications for use across the department and armed services.

It's been nearly a year since Vimeo proudly went universal on iOS, and today the video service has rolled out its application's third major installment. Inside version 3.0, the iOS folk will find a redesigned app with a brand new "tab-based" design and a novel Feed video browser. That's not all, however, as Vimeo's also added the ability to natively share to both Twitter and Facebook, the option to manage vids on the Watch Later queue and a trait which lets users take advantage of background uploads. And another warning to the Proxibid sales team: It is one thing to sign up a client, and another to maximize earnings from that partner in your very own business: ONLINE auctioneering. Please advise these folks without relying on posts like this to point things out. In our experience, auction companies that charge 0% BP to the onsite are the loudest complainers about Proxibid.

Too bad, especially when our top-ranked companies to the right on our list know that Internet pays well and spurs fair competition. That?s what auctions are supposed to be about!

Nexus 4 Returns to Google Play This Afternoon


The Nexus 4 smartphone made its debut on Google Play earlier this month, and quickly sold out. But the search giant has replenished its stock and will start selling the new gadget again today, starting at 3 p.m. Eastern.

"Nexus 4 will be available for purchase later today!" Google said in a brief email to customers who asked to be notified about the phone's availability. "Order yours from Google Play starting today, November 27 at 12:00 noon PST (U.S. only)."

There is no word, however, on how many devices Google will have for sale this afternoon.

The Nexus 4 is sold via the Google Play store, which still listed both versions of the phone as sold out as of press time.

The unlocked versions of the Nexus 4 are sold directly by Google for $299 (8GB) and $349 (16GB). The 16GB version is also sold via T-Mobile for $199.99 with a two-year contract.

The Nexus 4 sports a 4.7-inch, 1,280-by-768 display, with 320 pixels per inch. With Photo Sphere, a "reinvested" photo experience, users can create 360-degree images with the 8-megapixel rear-facing camera, to be shared on Google+ and Google Maps. A 1.2-megapixel camera adorns the front, as well.

Running Android 4.2 Jelly Bean, the new phone, unveiled in late October alongside the Nexus 10 and revamped Nexus 7 tablets, runs a Qualcomm Snapdragon S4 Pro processor and comes with 2GB of RAM.

The Nexus 4 also boasts Google Now, a program to keep up with real-time traffic, flight information, and sports scores. It also comes with built-in wireless charging and works with NFC Android Beam to share photos, videos, contacts, apps, and more.

During a recent iFixit teardown of the Nexus 4, the team discovered that the 3.8 V LG-manufactured battery is a 2100 mAh unit, unlike most other 1440 mAh batteries, and comes glued to the case, making it the only component that is difficult to replace.

Outside a vacuum: Model predicts movement of charged particles in complex media

ScienceDaily (Nov. 28, 2012) ? Picture two charged particles in a vacuum. Thanks to laws of elementary electrostatics, we can easily calculate the force these particles exert upon one another, and therefore predict their movements.

Submerge those particles in a simple medium -- say, water -- and the calculation grows more complex. The charged particles' movements influence the water, which in turn may slow, speed, or otherwise alter the particles' paths. In this environment a prediction must also consider the water's reaction, or its dielectric response.

But in real biological and material systems, media are also complex: plant cells and blood cells, for instance, are made up of several media and may be oddly shaped. This heterogeneity has made predicting the movement of charged particles in complex environments extremely challenging for theoretical physicists.

Now researchers at Northwestern University's McCormick School of Engineering have developed a model that can predict the reactions of charged particles in any media. Their computational discovery, which takes cues from nature, could find applications in biology, medicine, and synthetic materials research.

The model is the culmination of seven years of work by Monica Olvera de la Cruz, Lawyer Taylor Professor of Materials Science and Engineering, Chemistry, and (by courtesy) Chemical and Biological Engineering at the McCormick School of Engineering, with partners from Arizona State University.

Creating molecular simulations in heterogeneous media requires two steps: measuring the effects of the medium's dielectric response on the charged particles and measuring the effects of the charged particles on the medium's dielectric response. In previous attempts at such simulations, models treated the two calculations separately, completing one set of calculations before turning to the next. This process required solving a differential equation that governs the motion of the charged particles -- namely, the Poisson equation -- at each step of the simulation.

The Northwestern researchers have developed a new, faster way that avoids the Poisson equation entirely. Using insight gleamed from nature, they have reframed the electrostatic problem as an energy-minimizing problem.

"Nature doesn't wait to figure out the response of the medium in order to move the charged particles, nor does it wait to position the particles before determining the response of the medium," said Olvera de la Cruz. "The dielectric response and the motion of the charged particles are inherently coupled, and our model mirrors that."

The researchers formulated a new function that gives the correct response of the medium and produces the true energy of the charged particles. This enabled them to update the position of the charged particles and the medium's response in the same simulation time step. Within this theoretical framework and simulation design, they were able to attack problems that were previously intractable.

For researchers who study Earth's past environment, disentangling the effects of climate change from those related to human activities is a major challenge, but now University of Massachusetts Amherst geoscientists have used a biomarker from human feces in a completely new way to establish the first human presence, the arrival of grazing animals and human population dynamics in a landscape.

Doctoral student Robert D'Anjou and his advisor Raymond Bradley, director of the Climate System Research Center at UMass Amherst, with UMass colleagues Nick Balascio and David Finkelstein, describe their findings in the current online edition of Proceedings of the National Academy of Sciences.

"We are really excited about how well this method worked," D'Anjou says. "Without even knowing it, early settlers were recording their history for us, and in the most unlikely of ways, in their poop. The prehistoric settlers and their livestock pooped and their feces washed into the lake, which over time left a record of trace amounts of specific molecules that are only produced in the intestines of higher mammals. When you find these molecules at certain concentrations and in specific ratios, it provides an unmistakable indicator that people were living in the area."

Bradley adds, "This approach opens the door to other studies, where the presence of humans is uncertain; we believe it has great potential for much wider applications in archaeology."

D'Anjou carried out the work just north of the Arctic Circle, at Lake Liland in the Lofoten Islands in northern Norway, where humans were thought to have lived in prehistoric settlements from the early Iron Age through the Viking period. They extracted two sediment cores from the lake bottom and used radiocarbon measurements and the presence of volcanic ash from Iceland to establish their chronology. The sediments provided a continuous record extending back roughly 7,000 years.

Paleoclimatologists have long used markers in lakebed sediments, such as charcoal from humans' fires and pollen from cultivated plants, as a natural archive of environmental changes to estimate when humans first began having an impact. But these indirect indicators must be used with care when reconstructing the history of a place because it's not always clear that they indicate human activity in the same area.

By contrast, the presence of a molecular biomarker directly linked to humans, one transmitted through their bowel movements, offers "a strong human signal," as the authors put it, one that can be dated with "excellent chronological control." D'Anjou and colleagues extracted the compound coprostanol, a molecular marker formed from the digestion of cholesterol in the human gut, from the sediment, plus other sterols characteristic of other mammals to estimate the presence of sheep and cattle. From these, they were able to produce a long-term record of the presence and relative population size of humans extending back over thousands of years at the site.

In addition, the geoscientists used two other molecular markers to reconstruct the vegetation history: relative length of carbon molecules found in leaf waxes (different in forest and grassland), and pyrolytic polycyclic aromatic hydrocarbons (PAH) as evidence of fire in the Lake Liland area. They say that taken together, the sediment cores, vegetation changes and fire records clearly define a pre-settlement period with no detectable human activity in the lake's water catchment area from about 7,300 to 2,250 years ago.

At that point, however, changes in the background state appear in the record, marking an "abrupt shift" to significantly increased levels of pyrolytic PAH first, followed by increased human fecal material. This likely indicates that as people moved in, they first cleared the land by burning before establishing a permanent settlement, the researchers say. "This interpretation is bolstered," they add, by the leaf wax record that shows a "marked transition to a more grassland-dominated landscape beginning at this time."

After the initial influx of people to the region, D'Anjou and colleagues say the record shows a lull in human activity from about 2,040 to 1,900 years ago, reflected in all markers. After this, the human and livestock populations steadily increased to a local maximum around the year 500, based on the fecal record, then fell again to a second minimum around the year 850.

The climate scientists note a further decline in human activity and population to another minimum at about AD 1750 that coincided with the highest relative grassland cover for the entire 7,300-year history. Findings related to human activity over the past 7,300 years in northern Norway correlate well with other climate reconstructions, in particular summer temperature patterns indicating poor vs. fruitful growing seasons. This shows that the early settlers were vulnerable to small changes in summer temperature at this far northern location.

Overall, the authors say, the new fecal markers are likely to prove valuable in many other places, to distinguish natural from human factors that influenced the environment in the past.

Shippers seek White House's help to keep Mississippi River open

(Reuters) - Mississippi River barge operators and shipping groups on Tuesday asked U.S. President Barack Obama to declare a state of emergency on the river and direct the Army Corps of Engineers to keep the drought-lowered waterway open to commercial traffic to avert an "economic catastrophe."

Water on the Mississippi River along the busy stretch from St. Louis to Cairo, Illinois was expected to recede to record-low levels by mid-December, effectively halting the flow of barges that carry billions of dollars worth of grain, coal, steel, fuel and other products.

In a letter to the White House and the Federal Emergency Management Agency, the American Waterways Operators, the Waterways Council, and 16 other groups asked that the president order the Army Corps to immediately remove river-bottom rock at two locations, which posed a risk to boats during low water conditions.

The groups also requested that water releases from dams on northern sections of the Missouri River, which flows into the Mississippi at St. Louis, not be reduced as planned.

The request was made pursuant to section 501(b) of the Stafford Disaster Relief and Emergency Assistance Act of 1988.

ECONOMIC DISASTER IN THE MAKING

The Missouri River normally accounts for about 60 percent of the water in the Mississippi River between St. Louis and Cairo, but that share was closer to 80 percent this year because of the drought-reduced flow on the Mississippi.

The Army Corps is directed by law to adjust the flow from upriver dams on the Missouri to conserve water in a series of reservoirs, which are maintained for drinking water, power generation, navigation, recreation and other purposes.

Water in the reservoirs fell to below-normal levels this autumn due to the worst U.S. drought in 56 years. As a result, the Corps enacted drought conservations measures.

Flows could remain below normal next spring if the drought persists.

A Mississippi River closure in December and January would halt the flow of $7 billion worth of grain, coal, crude oil, petroleum products and chemicals, industry groups said.

The governors of Iowa, Illinois and Missouri, 15 U.S. Senators and 62 members of the U.S. House of Representatives have also written the Administration to keep the river open.

"The most immediate effects would be felt up and down the river, but would spread quickly from those that work on the river to those that ship on the river to manufacturing workers and eventually to all of us as consumers," said Mike Toohey, president and CEO of Waterways Council, Inc.

"This is an economic disaster in the making and the Administration needs to act now to stop it."

LONDON (Reuters) - SABMiller, the world's second-biggest brewer, met expectations with a 12 percent rise in first-half profit, and said strong growth in Africa and Latin America should continue during its second half.

Robust demand in emerging markets, which account for around two thirds of group sales, has helped offset the impact of tough economic conditions in Europe and the United States, executive chairman Graham Mackay also said on Thursday.

"A lot of eastern Europe is struggling, especially the Czech Republic and Poland, while consumer sentiment is not really positive in Australia either," he told reporters.

The maker of Grolsch, Miller Lite and Peroni said adjusted pretax profit rose to $2.76 billion in the six months to September on sales up 11 percent to $17.5 billion, helped by its acquisition of Australian brewer Foster's.

SABMiller, which last year spent $11.8 billion on Foster's, said it had contributed significantly to the rise in sales.

"On balance the main emerging markets in which SAB operates remain strong," said Jefferies analyst Dirk Van Vlaanderen who expects the company to maintain its growth in 2013.

Shares in SABMiller, which has expanded rapidly over the past two decades from its South African roots, were up 5.4 percent up at 2,775 pence by 0940 GMT, valuing the group at 44 billion pounds.

Anheuser-Busch InBev, the world's largest brewer, and Dutch group Heineken last month also reported strong emerging market sales and said volumes in Europe were falling, hit by a challenging economic environment.

SABMiller, which also makes Aguila, Castle, Pilsner Urquell and Snow beers, said the positive impact from acquisitions and business combinations seen in the first half could reduce next year.

The company, which raised its interim dividend 12 percent to 24 cents, said total volumes were up 9 percent during the period with beer volumes, excluding acquisitions and disposals, up 4 percent. Soft drinks volumes rose 6 percent.

A year later, the numbers have been reversed. The California Association of Realtors now reports that in October, distressed sales fell to just over a third of the market. Los Angeles County mirrored this statewide trend.

One reason why distressed sales are falling is that there simply aren?t as many of them on the market. There was only a 2-month supply of foreclosures in September and a 3-month supply for short sales. Those inventories could rise as banks put more foreclosures in the market and borrowers who remain underwater on their mortgages, just not as much as a year ago, decide to go for a short sale.?
